Vietnam’s government has introduced a new regulation that will require YouTube and other digital platforms to allow users to skip advertisements after a maximum of five seconds, starting February 15, 2026. The rule is part of a new law titled Decree 342/2025, which aims to reduce user frustration caused by long and unskippable online ads.

Under the decree, all digital platforms operating in Vietnam will be required to make video advertisements skippable within five seconds. This includes ads shown before and during videos, as well as ads placed on online streaming services.

Long ads and uncloseable pop-ups targeted

The new rule will directly affect video ads that previously forced viewers to watch 15 to 30 seconds without a skip option. It also applies to image ads, pop-up ads, and banner ads, which must now be easy to close immediately with one click.

Vietnam’s regulation also addresses ad designs that mislead people into clicking ads by mistake. Platforms will be required to remove confusing layouts and ensure skip and close buttons are clearly visible. Pop-up ads will not be allowed to use fake “close” buttons or misleading icons.

Reporting options and faster removal of illegal ads

The decree also requires ads to include clear icons or instructions for users to report illegal or harmful advertising or to opt out of certain ad types.

Advertising platforms, content providers, and publishers will be expected to take down illegal ads within 24 hours of a request from the government. If they do not comply, Vietnam’s Ministry of Information and Communications can block their content and may take further legal action. Internet and telecommunications companies will also be required to help restrict access to ads that break the rules.

A push for a safer online environment

The Vietnamese government says the regulation is part of wider efforts to build a safer and more user-friendly digital space. Unskippable ads have become unpopular globally, and the new regulation is expected to improve the online experience for users in Vietnam.

With the law set to take effect on February 15, 2026, platforms such as YouTube and other online streaming services will need to adjust their advertising systems to meet the new requirements. Users in Vietnam are expected to benefit from shorter interruptions and easier control over online ads.
